Why does my basement get wet when it hasn't even rained hard?

The slower problem is worse: sustained moisture rots sill plates and joists, and in a sandstone foundation it accelerates spalling every freeze-thaw cycle. Waiting three winters usually turns a drainage job into a drainage job plus masonry repair.
